November 2, 2021 Backhaul shippers are facing headwinds The past two weeks have to some extent been quite uneventful and can simply be summed up as a continuation of the supply chain problems. A brief snapshot of these troubles could include: • The queue of vessels outside Los Angeles/Long Beach is growing rapidly and is now approaching 80 vessels. • Rates according to the various spot rate index providers show only relatively low levels of rate decline. • Political pressure in the US has led to suggestions of extending opening hours in the ports – but the problem is on the land side, and extended gate hours are likely to accomplish very little. • Added pressure can lead to penalties imposed on the carriers if cargo is not gated out in a timely fashion – but it is hard to see how the carriers can fix this situation and the added charge will most likely add more fuel to an already heated debate over detention and demurrage charges.
